About Us

YNS is a non-profit organization that focuses in capacity building and research activities connected to issues of good governance and education, particularly in the Indonesian regional development sector. Since its establishment in 1999, YNS has been actively undertaking strategic policy research and creative development activities.
As an independent organization, YNS may directly provide a knowledge-based approach to parts of regional development, particularly aspects of human development as the primary foundation for regional development.
Human development is inextricably linked to the implementation of good governance. Human development will stimulate and improve good governance through the existence of a good education sector. Moreover good educational programs will not function efficiently and substantially without good governance. As a result, in the last 5 years, YNS has begun to focus on the education sector.

Our Team

Founder

Dr. (HC) Willi Toisuta, Ph.D
Founder
He is the founder of Yayasan Nusantara Sejati (YNS) and The Willi Toisuta and Associates (WTA). He began his career as the Head of the Teacher Training School (SPG) in Soe, Kupang, in 1961, and later served as the third Rector of Satya Wacana Christian University (UKSW), Salatiga.
He was one of the pioneers of the Semester Credit System (SKS) in Indonesian higher education and previously served as Secretary of the National Accreditation Board for Higher Education (BAN-PT). He earned a Ph.D. in Educational Planning from Macquarie University, Australia, in 1974, as well as a Master’s degree in Strategic Management from Prasetiya Mulya Business School. He was also awarded two Honorary Doctorate degrees (Dr. HC) by Kwansei Gakuin University, Japan, in 1997 and 2012.
Since 1973, he has been actively involved as an education consultant for Indonesia’s Ministry of National Education and various prominent international donor organizations, including the World Bank, USAID, AusAID, ADB, UNDP, and UNICEF. His more than six decades of experience and leadership vision have served as a key foundation for shaping YNS’s strategic direction and commitment to public service.

Board of Trustees

Prof. David Herak, Ph.D.
Prof. Herak is a Professor in the Department of Mechanical Engineering at the Czech University of Life Sciences Prague (CZU), Czech Republic. He is an internationally recognized expert in agricultural engineering and technology, particularly in the field of smart agriculture, with hundreds of publications in reputable scientific journals. Prof. Herak has an extensive track record of developing international academic collaborations, including scholarship programs for faculty members and students, faculty and student exchange programs, and summer schools with various universities in Indonesia. His expertise and international network further strengthen YNS’s efforts in advancing education based on science, technology, vocational training, and innovation.
Dharmaputra T. Palekahelu
Prof. Dr. Wigati Yektiningtyas, M.Hum.
Prof. Wigati is a Professor of Literature and Cultural Studies at the Faculty of Teacher Training and Education (FKIP), Cenderawasih University (Uncen), Jayapura, where she has served since 1987. She is widely recognized as a researcher of oral literature and education in Papua and was honored as one of Papua’s Outstanding Literacy Advocates in 2021. She has been actively involved in developing literacy materials based on folklore and children’s stories across multiple languages, including Indonesian, Papuan regional languages, and English. She also serves as a trainer for lecturers, teachers, and school principals. Her extensive experience and contributions play an important role in strengthening YNS’s basic literacy and numeracy programs in Papua and Highland Papua.
Dr. Bill Allen
Dr. Allen is a retired Senior Lecturer in Education at Edith Cowan University (ECU) and a former faculty member at the University of the Sunshine Coast (USC), Australia. He holds a Doctor of Education (Ed.D.) and a Master’s degree in Educational Management from the University of Western Australia and Durham University (United Kingdom). He has extensive expertise in curriculum development and educator capacity building. Dr. Allen has been actively involved in various teacher and school principal capacity-building programs in Papua, Kupang, and Salatiga. His international academic experience further strengthens YNS’s commitment to advancing education in Eastern Indonesia.

Dyah Adhi Astuti (Tituk)
He is an experienced Human Resources (HR) and leadership professional with more than 30 years of experience in the national banking industry. He previously served as Executive Vice President & Head of Human Resources at Bank Permata (2019–2023), where he successfully initiated the Graduate Management Trainee program and leadership development programs for young talent. He currently serves as a Certified Professional Coach (CPC) and Certified Executive Coach (CEC) accredited by the International Coaching Federation (ICF). His expertise in talent and organizational management further strengthens YNS’s institutional governance.

Ir. Eka T.P. Simanjuntak, M.M.
Executive Director
He is the Executive Director of Yayasan Nusantara Sejati (YNS or IGGRD) and has served as Managing Director of PT Wacana Tata Akademika (WTA) since 2004. An alumnus of Agribusiness at Satya Wacana Christian University (UKSW), graduating in 1993, and holder of a Master’s degree in Strategic Management from Prasetiya Mulya Business School (2006), he has also served as the Founder & CEO of the Smart Agriculture Institute (SAI) since 2023. For more than two decades, he has led various large-scale national education and regional development programs, including basic education revitalization in Papua, UNICEF’s early-grade literacy program, and community empowerment facilitator training in collaboration with the World Bank. He also actively serves as a speaker and education policy advisor for the Ministry of Education, Culture, Research, and Technology, the Ministry of Manpower, and Australia’s Department of Foreign Affairs and Trade (DFAT).
Dr. Dharma Palekahelu, S.Pd., M.Pd.
Director of Research and Development for Educational Programs
He is the Director of Research and Development for Educational Programs at YNS, as well as a lecturer at Satya Wacana Christian University (UKSW), Salatiga, and a former Dean of the Faculty of Information Technology (FTI) at UKSW. An expert in learning system design and human resource development, he has extensive experience facilitating Model School programs and training educators. In recent years, he has been directly involved in leading the development of basic literacy programs in various elementary schools across Papua, West Papua, and East Nusa Tenggara (NTT). His expertise serves as a driving force for curriculum innovation and the development of learning methodologies at YNS.
Kimura Patar Tamba, S.Pd., M.Pd.
Finance Manager
Kimura Patar Tamba is a numeracy expert, educator, researcher, and curriculum and learning materials developer with more than 10 years of experience spanning K–12 education and higher education. A graduate of the Master’s Program in Mathematics Education at the Indonesia University of Education (UPI), he has built a professional track record with YNS, Universitas Pelita Harapan, and Dian/Lentera Harapan Schools, where he has led teacher training, designed learning modules, and published more than 30 academic works. In the PANDAI program, he serves as a Numeracy Expert at YNS and as a Technical Author, responsible for ensuring the quality and alignment of numeracy content in training, mentoring, and the development of classroom observation instruments.

Management of human resource capacity building and regional development projects that are designed and funded by the government, donor agencies, and businesses/corporations (CSR programs).

Development of Human Resource Capacity Design and implement competency-based capacity-building programs for educators, education personnel, parliamentarians, local government officials, and village authorities.

Consultation

Provide advice, ideas, and suggestions in an effort to identify solutions to challenges in the field of education.
